Dr. Dean C. Angelo, Sr. benefited from a wide-ranging and decorated career while serving the city of Chicago as a member of the Chicago Police Department (CPD) for more than 37 years. It is the length and complexity of his law enforcement career, interwoven with a doctorate from Loyola University and nearly 25 years of teaching in higher ed, that allows Dr. Angelo to communicate in a manner that has been described by many as relaxed, informative and always engaging.


He considers himself fortunate to have worked in police units that demanded personal progression. After a stint in patrol, he was assigned to the Gang Crime Enforcement Unit (GCEU), where he developed a new set of skills. While working in GCEU, he was selected to be a member of the Hostage-Barricade-Terrorist Team (CPD’s precursor to SWAT) and was recruited to work as an undercover ‘buy’ officer. Fast forward 14 years in GCEU, a promotion to Detective led to an assignment in the Bomb and Arson Section, where a new set of skills was required in order to perform cause and origin investigations of suspected Arson incidents.


Dr. Angelo closed out his law enforcement career after his election to represent over 17,000 sworn police officers as the President of the Fraternal Order of Police (FOP), Chicago Lodge #7; which unexpectedly placed him in one of the most visible and challenging positions in the country. His election occurred at a time when our Nation’s law enforcement personnel faced constant criticism, deadly ambush attacks and unforeseen challenges. However, out of the turmoil arose a most beneficial learning experience…a ‘once in a lifetime’ series of events.


A deeply committed life-long learner, Dr. Angelo completed his undergraduate and graduate degrees in Criminal / Social Justice and Human Behavior (respectively) from Lewis University. He went on to complete his doctoral studies in Curriculum, Instruction and Leadership from Loyola University. Based on his dissertation’s examination of the applicability of mandated training overseen by the Illinois Law Enforcement Training and Standards Board, Dr. Angelo is considered to be a subject matter expert on police training. He is a certified trainer of law enforcement curriculum, has authored changes to police training and instruction guidelines for the Chicago Police Department, the Cook County Sheriff/Court Services/Corrections Departments, as well curriculum regularly delivered to several Chicago-area law enforcement agencies.


Dr. Angelo continues to be a contributing member to law enforcement, academic and community organizations. His years of educating, training and networking alongside other Chicago-Metro stakeholders had culminated in the creation of The Angelo Groupe llc., which offers multi-faceted consultations. Whether it be the boardroom, the courtroom or the classroom; The Angelo Groupe, llc strives to deliver a straightforward and commonsense approach to problem solving. 


His varied police background, coupled with his educational prowess has resulted in Dr. Angelo being a sought-after lecturer and keynote speaker on law enforcement procedures, police training, trends in violence, union protections, labor relations, campus safety and risk management. He regularly shares his knowledge with local, national and international media outlets on the criticality of professional policing. He continues to engage local and nationally elected officials, community leaders and practitioners on the current and future state of public safety.
